Lake County: (1) All TIF eligibility studies for Waukegan TIF districts — who is the consultant? same as SW Cook County? (2) All enterprise zone and tax abatement agreements in the North Chicago/Abbott corridor — how much pharma commercial value is sheltered from North Chicago SD 187?
McHenry County: (1) All 17 township road district contracts 2015–2025 — who are the contractors? connected to Condon or other township officials? (2) Every special district formation and tax levy in McHenry County since 1990 — how many were created for patronage purposes?
Kendall County: (1) Beneficial ownership of Yorkville Investment I LLC, 60 Degrees Group Ltd, and JR Marital Trust — file complaints with IL Board of Elections and Illinois Attorney General requiring disclosure; (2) Pull all Cayman Islands foreign entity registrations from IL SOS database with registered address in DuPage or Kendall County
Grundy County: (1) Every TIF created within 5 miles of I-80 from Joliet to Morris — Redevelopment Agreements, developer names, consultant names, law firm names; (2) Equinix and Canadian National Railway: were any tax incentives, TIFs, or enterprise zones part of their development agreements?
All counties: Every school district insurance contract — competitive bid or no-RFP? What firm got it? What did they donate to the board members who approved it? Cross-reference against Sandner/Horton, Mesirow/Madigan, and other connected insurance networks
All counties: Every waste hauling contract for every municipality and school district — who holds it? What did they donate? WMI subsidiary was criminally convicted of bribing an Illinois mayor for a waste contract in 1985; the same dynamic exists in every county
