Cook County Board Commissioner Sean Morrison received $300,000 in campaign contributions traceable to a Cayman Islands shell chain. He won his most recent election by 2,023 votes. An ILSBE complaint was filed. The outcome has never been publicly reported.

The ILSBE Investigation Has Never Been Publicly Resolved

An Illinois State Board of Elections complaint was filed regarding the Morrison $300,000 contributions. As of publication date, the ILSBE has not publicly reported the outcome. This audit will publish the ILSBE response — or its continued silence — on July 13, 2026. If the complaint is still unresolved, it will be published as unreported with a formal demand for a public response.

The Connection: Robinson Engineering and Southwest Alliance

Lois Robinson of Robinson Engineering donated $30,000 to Southwest Alliance — the political action committee that supported both Morrison and the Mayor of Tinley Park in their respective races. Robinson Engineering was a contractor on Harmony Square, the $38 million Tinley Park development. The same money that connects the Mayor and Morrison also connects to a construction contractor whose work was approved through the Mayor's village government.

The six school districts in the combined territory of the Tinley Park Mayor and Morrison have never had their vendor payment records cross-referenced against the Gas N Wash network, the McEnery family entities, the Morrison donor chain, Robinson Engineering, or the Southwest Alliance contributors. This audit is doing that now, using the ASA data captured before HB2986 eliminated the central database. Results publish July 6, 2026.

Context — Orland Park (Adjacent Territory)

The same pattern existed in Orland Park under former Mayor Keith Pekau, who lost his re-election bid 57-43 in April 2025 and has since moved out of state. The Dodge administration eliminated the original 2004 Triangle TIF in October 2025 — D135 and D230 received $2.5 million combined and a $60 million property returned to the tax rolls. Pekau's replacement TIF remains active. He is gone. The Mayor of Tinley Park and Morrison are not.
